Alabama Water Distribution Operator Certification
Unlike water treatment (which has three grades), Alabama's water distribution systems fall under a single classification: Grade I, covering systems of every size (ADEM 335-10-1-.03).
Staffing
All Grade I water distribution systems must have a certified operator of the same grade or higher present at the system at all times necessary to ensure safe, efficient, and proper operation.
Renewal
Certification renews on Alabama's standard 3-year cycle, with continuing education hours required.
Rural System Context
Many Alabama distribution systems, particularly in the Black Belt and Coastal Plain regions, are aging and serve dispersed rural populations with limited funding for infrastructure upgrades. The 2026 Water Resources Development Act authorized $50 million in federal funding for water/wastewater infrastructur
