Who Certifies Distribution Operators
The State Water Resources Control Board, Division of Drinking Water certifies distribution system operators, using a five-level ladder: D1 through D5, D5 being the highest. Each public water system is itself classified D1-D5 based primarily on population served (with a points-based method for mid-size systems factoring in pressure zones, disinfectants used, pumping equipment, and storage), and that classification sets the minimum certificate grade required for the system's chief operator. The levels are strictly sequential: an operator must hold D2 before applying for D3, D3 before D4, and so on. Certificates renew every 3 years (36 months).
