An Unusual Numbering Scheme
Florida's FDEP Operator Certification Program licenses distribution operators under Chapter 62-602, F.A.C., using a four-level ladder numbered 1 through 4 — but unlike most states, Level 1 is the HIGHEST classification and Level 4 is entry-level. This is the reverse of most states' ascending A–D or 1–4 schemes, so operators moving to or from Florida should not assume numbering translates directly. Progression is linear, and licenses renew biennially.
