Hawaii Water Treatment Operator Certification: Program Overview & Island Water Systems
Certification Program
Hawaii's public water systems are certified through the Department of Health, Safe Drinking Water Branch (SDWB), which administers the Water Treatment Plant Operator (WTPO) certification program across four grades:
- Grade 1 — entry-level, smaller/simpler systems
- Grade 2
- Grade 3
- Grade 4 — largest/most complex systems
Any operator responsible for a community or non-transient non-community public water system in Hawaii must hold certification equal to or greater than the classification of the facility they operate. Certificates are valid for two years, and renewal requires continuing education — 8 contact hours per cycle for Grades 1-2, and 16 contact hours for Grades 3-4.
