Industrial Pretreatment: Permits, Self-Monitoring and Reporting
Compliance in industrial pretreatment is established by documents. An operator who treats the
wastewater well and the paperwork carelessly will still be found in violation, because the
reports are the evidence.
The reporting sequence
- Baseline Monitoring Report (BMR). Filed by a categorical industrial user when a categorical
standard becomes applicable. It documents the facility, its regulated processes, its flows and
the measured concentrations of the regulated pollutants, and states whether the user complies.
If it does not, a compliance schedule must be submitted. The BMR is the baseline every
later result is judged against, so an error in it distorts compliance findings for years.
