Who Regulates Water Treatment in Massachusetts
The Massachusetts Department of Environmental Protection (MassDEP) holds primary enforcement responsibility (primacy) for the Safe Drinking Water Act in Massachusetts. Water treatment operator certification is administered through MassDEP's Board of Certification of Operators of Drinking Water Supply Facilities, which issues certifications across a graded ladder from Very Small System (VSS) up through Treatment Grade 4 (T4).
The Certification Ladder
- VSS (Very Small System) — entry-level credential for the smallest public water systems, typically simple treatment (chlorination-only or minimal treatment beyond disinfection).
- T1–T4 — progressively higher grades tied to plant complexity and treatment processes used, renewing on a 2-year cycle. Higher g
