South Dakota Collection System Operator Certification
South Dakota's wastewater collection systems are classified Class I through IV based on population served: Class I covers systems serving ≤1,500 people, Class II covers 1,501-15,000, Class III covers 15,001-50,000, and Class IV covers systems serving more than 50,000 — mirroring the state's wastewater treatment classification scale.
The 500-Person Threshold
Only systems serving 500 or more people are currently required by DANR to have a certified collection operator. Smaller systems are encouraged, but not required, to certify voluntarily. Since rural, low-density communities dominate the state outside Sioux Falls and Rapid City, most collection systems in South Dakota are small-scale, and many operators work under the voluntary threshold.
