Utah's wastewater rules carve out a certificate that exists nowhere else in the state's operator ladder. Most Utah operators climb a four-rung ladder — Grade I through Grade IV, separately for treatment and for collection. Lagoon operators don't. Utah Administrative Code R317-10-3 states it plainly: "There is one level for lagoon operators." One rung, one certificate, covering two disciplines at once. What Counts as a "Small Lagoon System" in Utah

The term is not descriptive shorthand — it is a defined term with a hard boundary. R317-10-3 defines a Small Lagoon System as:

> "a Class I wastewater lagoon treatment system with attached collection system serving fewer than 3,500 population equivalent."
