Certification Structure
Wyoming wastewater treatment plant operator certification has four levels (Level 1 through Level 4), administered by Wyoming DEQ under Chapter 5 rules. Facilities are usually mechanical/activated-sludge plants, "package" plants, or lagoon systems.
Why Lagoons and Package Plants Dominate
Wyoming's low population density means most communities are served by small treatment facilities. Lagoon systems (a single-level certification separate from the leveled WWT ladder) are common in small towns because they require less mechanical equipment and operator attention than a mechanical plant, though larger municipalities operate full mechanical/activated-sludge plants.
